Thailand's Office of the Consumer Protection Board (OCPB) introduced a new controlled-contract framework for **residential building rental businesses** in 2025. OCPB states that the 2025 announcement has been effective since **4 September 2025** and continues to be enforced in 2026.
## Important scope point
Do not assume every private lease is governed identically. The controlled-contract rules apply to businesses that fall within the announcement's scope. A condominium unit rented by an individual owner, a qualifying apartment business and other arrangements can involve different legal facts. Identify the landlord and property type before applying a rule.
## OCPB points highlighted in current guidance
For businesses within scope, OCPB describes requirements including:
- Use of the prescribed/standard residential-rental contract format and clear Thai wording
- Water and electricity charges not exceeding the rates charged to the operator by the relevant utility providers
- Advance rent plus security deposit together not exceeding **three months of monthly rent**
- Return of the security deposit within **7 days** after the contract ends where inspection finds no tenant-caused damage
## Before signing
- Read the termination, deposit, utility, parking and common-service clauses.
- Record the property's condition with dated photos/video.
- Keep the signed contract, receipts and payment records.
- For a long or high-value lease, check whether Land Office registration or professional legal review is relevant.
